Assam, Mizoram dial down tensions
over the recent violent border dispute
Aug 2, Both Assam and
Mizoram have agreed
to dial down tensions a
week after violent
clashes erupted along a
disputed state border
between their armed
police forces on Jul 26.
Monday, the Assam
police withdrew the FIR
against the Mizoram’s
Rajya Sabha MP, K
Vanlalvena, who had
allegedly declared that
the next time Assam
police crossed into
Mizoram all their men
would be killed, not just
a few. Assam will still
press charges against
Mizoram police
personnel, however.
The Mizoram
government, on its
part, withdrew the FIR
filed against Assam
chief minister (CM)
Himanta Biswa Sarma
and other Assam police
officers on criminal
charges including
attempt to murder.
Jul 26, at least six
Assam police personnel
and one civilian were
killed, more than 65
police personnel and
civilians were injured
in a gun-fight between
the Assam and
Mizoram police forces
along the disputed
state border. It also
involved locals of
Lailapur, Assam and
Vairengte, Mizoram.
Following the incident
Assam police had filed
an FIR against the Mizo
MP Vanlalvena and
Mizoram police officers
claiming they that
Mizoram had
commenced road
construction and
created an armed camp
encroaching Assamese
reserved forest area.
Mizoram police had
also resorted to firing
with automatic
weapons during the
skirmish. Mizoram
countered with its FIR
at the Vairengte police
station, implicating
Assam CM Sarma and
top Assam police
officers. Mizoram’s FIR
claimed a fully armed

Jul 28, Jammu & Kashmir
(J&K) Lieutenant
Governor (LG) Manoj
Sinha approved the
transfer of 34 acres of
land, across 5 districts,
for constructing 2,600
flats as government
transit accommodation
for migrant workers. At
an estimated cost of
₹356 crore it is aimed to
attract displaced
Kashmiri Hindus, most of
whom were forced out of
J&K by Islamic extremists
in 1990, to return and
participate in the state’s
development.
This initiative is part of
the PM development
package 2015, which set
aside ₹80,000 crore for
developing J&K. Within
that a sum of ₹920 crore
was allocated to building
6,000 houses.
Jul 18, the LG had asked
officials to take proactive
steps to facilitate the
rerun of those who faced
exodus in 1990 including
registration of all the
displaced and proper
communication of the
initiative.

Jul 23 The French
parliament adopted the
‘Law Reinforcing
Respect of the
Principles of the
Republic’. An anti-
separatism bill, it aims
to prevent any political
and religious movement
from creating a parallel
society where religious
law takes precedence
over a civil one. It will
now to go to the
Constitutional Council
before Macron signs the
bill into law.
The bill was adopted in
the lower house by a
vote of 49 to 19. It was
drafted in the wake of a
series of stabbing and
beheading attacks in
France, including that of
a teacher Samuel Paty
and an assault at the
Nice cathedral.
The initial aim of the bill
was to fight online hate
speech and doxing,
strengthen checks on
foreign funding of
religious bodies, restrict
homeschooling and
reinforce religious and
political neutrality in
public service. It
evolved to cover
women’s rights such as
a ban on the burqa in a
government or private
office, or when availing
public transport. It bans
polygamy, forced
marriages and issuance
of virginity certificates.
It makes places of
worship more
transparent and
proscribes political
meetings in a religious
building, among others.
A day after it was
adopted an imam was
dismissed from a
mosque in the Loire
province after he
delivered an
objectionable sermon
reciting Quranic verses
and a hadith but
breaching gender
neutrality. The imam’s
residency will not be
extended and the
mosque has been
warned it will be shut
down if such a lecture is
repeated.
