UP implements Population Policy 2021-30,
calls for comments on draft bill

Population Day, Uttar
Pradesh chief minister
Yogi Adityanath
announced that the
state had launched its
decadal Population
Policy 2021-30. It aims
to stabilize and
gradually reduce the
state’s population. UP
with about 24 crore
people is India’s most
populous state. The
policy aims to bring
down the birth rate per
woman or total fertility
rate (TFR) to 2.1 by
2026 and 1.9 by 2030.
A TFR of 2.1 is called
replacement level-
fertility, where a
population will continue
to maintain its current
size in future.
A smaller population
would mean better
access to resources like
food, water, health
care. It would help
facilitate better birth
spacing, improve
mother and child health
and reduce mortality.
This policy follows days
after a separate draft
UP Population (Control,
Stabilization and
Welfare) Bill, 2021 was
put up on the state’s
website and comments
were invited from the
public via email to
statelawcommission20
18@gmail.com. In
keeping with the policy
the draft bill aims to
introduce incentives
for keeping the family
size to two children or
less and disincentives
for exceeding that
threshold.
The bill discourages a
family size of more
than two children by
providing that larger
sized families will be:
1) barred from
receiving subsidy under
government schemes
2) allowed ration cards
only for 4 recipients
3) barred from
contesting local body
elections
4) barred from applying
for government jobs or

Jaishankar held talks
with Russian
counterpart Sergey
Lavrov to discuss the
volatile situation in
Afghanistan. Earlier the
Taliban claimed to have
secured control over
85% of the country.
That is contested by the
Afghan government.
Jaishankar said his talks
with Lavrov discussed
the direct impact of the
conflict on regional
security, in and around
Afghanistan. Both
Russia and India wanted
to see a sovereign and
democratic Afghanistan
where the recent gains
made on the economic
and social front are not
reversed.

NIA arrests five after J&K government sacks 11
including Hizbul chief’s two sons for terror links
Jul 10, in its biggest ever
drug haul the Delhi Police
sized 354 kgs of heroin
valued at ₹2,500 crores in
international markets.
The police have arrested
4 people including an
Afghan national.
Working on a tip off the
police arrested a Delhi
resident Rizwan with 1 kg
heroin. Rizwan, revealed
that Faridabad based
Gurpreet and Gurjot
operated the drug racket
to deliver heroin to
multiple states across
India. The police then
nabbed Gurpreet and
Gurjot from Faridabad
and found 281 kg of
heroin hidden in two cars
and 70 kgs in a cavity in a
bed. Rizwan also led the
cops to the Afghan
national at Gurugram
who was arrested with 2
kgs of heroin on him.
Herion is cultivated in
Afghanistan and shipped
via the Chabahar port in
Iran to JNPT Mumbai.

factories in Madhya

Jul 11, NIA has
arrested 5 people from
Anantnag and Srinagar
after it conducted raids
in a terror funding
case. The arrest came
shortly after the J&K
government
terminated
employment of 11 of
its officers for charges
of terror funding, over-
ground or logistical
support to terrorists,
providing information
on targets and even
carrying out an attack.
The 11 were sacked
under section 311 of
the Constitution which
allows the government
to take action without
an inquiry. It was
based on the findings
of a designated
committee.
Two of the 11, Syed
Ahmad Shakeel and
Shahid Yousuf are the
sons of the wanted
terrorist and Hizbul
Mujahideen chief Syed
Salahuddin. The NIA
had arrested Yousuf
and Ahmed in 2017
and 2018 respectively
for terror funding.

sterilization. Incentives
are in two parts first for
the general public and
additional ones for
government servants.
Benefits for having up
to two children for any
individual include a
rebate on charges for

fully paid maternity
leave for 12 months
and a soft loan for
purchase or
construction of home.
Additional benefits to
government servants
include two more pay
increments, free health
care and insurance for
spouse, 3% increase in
employers contribution
to national pension
scheme.
For a single child family
the incentives are even
more generous, peaking
if the single child is a girl.
The act caters to
exceptions such as
multiple babies in a
single pregnancy,
disability or death of an
offspring.
Some are apprehensive
that a historically higher
Muslims TFR across all
Indian states will not be
incentivized into lower
births by this bill, and if
Hindus adopt it, it will
worsen the fertility
imbalance . Yogi
Adityanath has asserted
that the Population
Policy will take care not
to affect demographic
balance. Assam has
already introduced most
of the disincentives
successfully. The
government will need to
stay vigilant and may
have to introduce
additional measures in
future to ensure a
homogenous fertility
rate across communities.

Uniform Civil Code
(UCC). Article 44 of the
Indian Constitution
envisions UCC as a
single law to settle
matters related to
marriage, divorce,

inheritance irrespective

They were not Hindus
at all, but Muslims
who wanted to sneak
in with false
identities. Where did
they get a surgical
blade? They claimed
they were
undergoing training.
Where is a surgical
blade used in
training? Who are
the others linked to
it? Then the Batla
House and
Mohammad Umar
Gautam’s name
cropped up. Umar
was converted to a
Muslim in 1984 at
AMU. Thereafter,
through the Batla
House, Umar had a
spread network in 25
states of the country
for converting people
to Islam. Various
foreign agencies
funded him using
hawala channels. We
have all the evidence
needed. I have
deployed a team of
500 officers to
investigate this crime.
It is a big conspiracy.
And another criminal
angle to the
conspiracy, mute and
deaf children were
targeted. Using such
children they gained
entry into their
homes and tried to
convert the entire
family. WhatsApp
messages were used
to indoctrinate the
children as the
children could not
speak nor listen. The
instructions sent to
them were encrypted
so that only the
children or a cyber
expert could decipher
them not an ordinary
person. The idea was
to so radicalize these
children that they
could be used in
suicide squads to
target important
centres, places of
worship and VVIPs.
We have exposed this
major criminal
conspiracy. We are
investigating this in
depth and have all
the evidence. This is
not just limited to a
ploy for religious
conversion; it is a
major attack on
national security. We
will lay the conspiracy
bare before the
nation.

revelation that the
CM suspected foul

other headline is that

could have been
resolved immediately

They try to criticize it,

Ram Janmabhumi
Trust has addressed
each and every
concern. The have
made it clear that
there was no scam or
dispute in any of their
affairs. Land was
purchased at less
than the market rate.
Any accusation
levelled against the
purchase is baseless.
